Dr. Nkosazana Dlamini Zuma has issued Government Gazette Number 43476 on 26 June 2020 in terms of Regulation 27(2) of the Disaster Management act, 2002 (act no. 57 of 2002).
The Directive issued addresses amongst other things, amendments made with regards to gatherings (regulation 37) and Sporting & leisure ( 39) during the “advanced” Alert Level 3 Lockdown period which includes Faith-based institutions, cinemas, theatres, casinos, agricultural auctions, sporting activities, museums, personal care services and restaurants.
Some of the activities/gatherings that are now permitted under lockdown “advanced” Alert Level 3 are the following:
1) Faith-based institutions – directives will be issued by the relevant Cabinet Minister
- Limited to 50 persons or less,
- Depending on the size of the place of worship,
- Adhere to health protocols.
2) Attendance of a funeral (subject to Regulation 35)
3) A workplace for work-related purposes
4) Conferences and meeting – directives will be issued by relevant Cabinet Minister
- Limited to 50 persons, excluding participants through electronic platforms,
- Restricted for business purposes only,
- Adhere to health protocols.
5) Cinemas – directives will be issued by relevant Cabinet Minister
- Limited to 50 persons or less,
- Sale of tickets through booking system,
- Adhere to health protocols;
6) Theatres – directions will be issued by the relevant Cabinet Minister
- Limited to 50 persons or less,
- Adhere to health protocols,
- Limited to a maximum of 15 persons performing;
7) Casinos – directives will be issued by the relevant Cabinet Minister
- Restriction on the number of persons allowed in the casino is limited to no more than 50% of the available floor space,
- adhere to health protocols;
8) Agriculture auction – directives will be issued by the relevant Cabinet Minister;
9) Sporting Activities – directives will be issued by the relevant Cabinet Minister,
- Subject to non-contact sports matches, contact sport for training only;
10) Museums, galleries, libraries and archives – directives will be issued by the relevant Cabinet Minister;
- Adhere to health protocols,
11) Personal care services including hairdressing, beauty treatments, make-up, nails salons, piercing and tattoo parlours – directives will be issued by the relevant Cabinet Minister;
12) Restaurants – directives will be issued by the relevant Cabinet Minister;
- Adhere to health protocols,
Notably, in terms of regulation 39, the following places/premises remain close to the public save for the exceptions marked in bold:
1) Gyms and fitness centres;
2) Sports grounds and fields and swimming pools, except for –
- Training of professional athletes and non-contact sports matches;
- Contact sport for training only;
3) Fêtes and bazaars;
4) Night clubs;
5) Accommodation establishments not formally accredited and licensed, such as private homes for paid
leisure accommodation;
6) Conference facilities except for business use as per Regulation 37 above;
7) Any on-consumption premises, including bars, taverns, shebeens and similar establishments;
8) Beaches and public parks.
